By scoop do you mean camping type snipers using the scope to zoom in on you?
If so, that is just part of the game type. It actually made some of the larger maps get chosen because the sniping only type players wanted to zoom and shoot from afar but IIRC you could get some armor, use translocator, pickup some extra health, and just play normal CTF and the pure campers almost became irrelevant. Similar to how they are in combogib depending on the map, of course.
By the way, having trouble deciding to use grapple or go with the translocator the way it used to be. Could also use both I suppose.
