I am or was trying to learn to make custom characters for UT99, since i found it hard to find tutorials i got a little frustrated and kept searching,
I want to share all the tools and tutorials i found to anyone because they are getting obscure and harder to find for anyone in the future willing to learn and make characters and or models. (skinning tutorial are easier to find).
I am probably going to add some more and reorganize them but for now this is pretty much all you need.

Best to start with the one from "Polycount" or "Planet Unreal" in the directory "Pdf_ut99_webpages". and download the tools.
this is a prettty extensive collection and includes everything you need, Only a full complete 3d modeling application you need to find yourself or use Blender.
