Some words in the beginning:
1) Whoever programmed the ACE shit, should do some other works, but not developing software. It's 2024 and the UT is from 1999. Error messages like "Try shutting down all programs that use a lot of bandwidth, memory or CPU time." are complete nonsense these days.
2) I didn't find any useful help with this problem. And I get kicked a lot in the last few weeks. Always with these error message, which has no useful indication, what I should do (I run UT complete with no other program running):

ACEv12e: Player Kicked
ACEv12e: Kick Message 0: You have been kicked because of a timeout during the ACE checks.
ACEv12e: Kick Message 1: This is usually caused by severe connection problems.
ACEv12e: Kick Message 2: Try shutting down all programs that use a lot of bandwidth, memory or CPU time.
My solution was (I keep it short):
1) on Network: use CABLE
2) use netspeed 8192
Hint to 2): Use a netspeed which is dividable by 16. With the double (2x 8192) = 16384, I ran into the same ACE problem.
(Seems only CABLE + netspeed 8192 works for me)
BTW: Open console and just type: netspeed 8192
That's it.
