Did you guys ever find settings that improved the visibility for you? I installed v469d on an upgraded computer here recently and also had this problem using opengl on linux with an amd card. What worked for me was to up the GammaOffset. I did this directly in the UT.ini under the [OpenGLDrv.OpenGLRenderDevice] section. I'm not sure if it was the default setting because I've been playing with settings here and there over a long period of time, but mine was set at GammaOffset=0.5 and on the lowest brightness setting the screen was almost pitch black. Eventually, I settled on GammaOffset=1.3 which makes my 4/10 brightness setting almost too bright. If you try this just make sure you are changing the setting under the correct RenderDevice section that you are using.
You might notice in one of Ooper's setting screenshots he also has GammaOffset = 1.3 so, really this solution was already given but I wanted to point it out explicitly since it is what worked for me. The blurry walls in his screenshots comes from world texture detail = low setting. I personally don't like the low world textures but can tell you that the majority of the competitive players run their game that way because the players stand out more.
I still need to play with the OneXBlending setting because I couldn't see any difference at all from it when my screen was too dark like in Covid's screenshot in the first post.
