If you count all his kills in the kills match up area it's a lot less than 300+ meaning he was killing the bots before people came in.

Ooper but how does that relate to if he is a cheater or not? i never look at those stats and i dont understand a fair amount of it. how can someone have such high ping but still have 85 efficiency? and does eff mean something else then accuracy?

Here is the text tip from utstats for EFF:
The formula is easiest to understand if you reduce it to: EFF = Kills / (Kills+Deaths)
If you don't die and make at least 1 kill you get EFF = 100%
Because of the zeroping mod it isn't unreasonable to shoot well with a 300 ping. It matters more that your ping is steady. With primary fire anyway, you hit where your crosshair is when you shoot.
The bots on the London server are set to be pretty easy as they are meant mostly for target practice until other players show up. It also helps if you are a long distance shooter and have your fov set to 80 on that map 
Eff has always been efficiency, there's is a different scoreboard mod the miss labels efficiency as accuracy, the one that has the white transparent background instead of the normal black transparent background.
Also since 469D or 469E high ping players can dodge the same as low ping players, before that they had the extra delay of their ping between dodges.
