Bouncing / Bunny Hopping is allowed on the combogib server. You can time your jumps manually or bind jump to your mouse scroll wheel to do it. Please don't script it or use macros that is just taking it too far.
The following is the original thread about it where I gave my stance on it. To add to that I'd like to say I see it as a rite of passage in the game but it should be used with discretion or not at all. You can find a few other threads about it by searching "bouncing" in the search forum box up top.
