Yes, I don't force players to only chat in any particular language. It just seems a little unfair to say a player isn't allowed to chat at all if they don't know a language other than their own. I can understand that some servers would insist on English only though, I just choose not to do that.
I do have a don't spam chat rule and I did notice the spam that spectator was producing today and yesterday. If they continue (it is more than one from the same location) they will be muted. Translating some of the spam, one of them seemed to threaten to hack the forum and server which makes me consider a ban instead of a mute. I tend to be lenient at first and then get heavy handed later as things progress but sometimes this seems to make some people feel undeserving of their ultimate punishment.
Personally, I prefer automated enforcement of rules and there exists at least one anti chat spam mutator that I have on my list to test and possibly install on the server for the future.
