I get your points but tbh I think that setting up rules won't really be useful in the end.
The only thing that might only get fixed by a strict rule is backshooting.
However, everything else, like spamming shockballs and camping/laming/DMing, could be "fixed" by adjusting the code and "punishing" players.
Just simple examples that come to my mind:
If player shoots a specific amount of shockballs in a row (or in less than x amount of time) he will be prevented from using shockballs for an x amount of minutes/time. This will atleast prevent players from spamming shockballs too often and eventually start participating in CTF.
Or another example of preventing too much spawnkilling would be to simply make the shots/kills of the specific player not count, after a specific amount of spawnkills for an x amount of time. The same can be done to prevent DMing and maybe camping as well.
I'm sure that such things are code-able. The only things that need to be adjusted are the "x amounts of time" etc.
Tbh I doubt that this will scare the players away, since not much will really change for the majority of players and even if something happens, they will only be punished for a few minutes.
These adjustments shouldn't affect the gamestyle of the majority of players, but only prevent the lamers from laming.
So, if anyone will leave because of that, then its the lamers.
And regarding the backshooting, it's sadly probably unavoidable, but I think we can live with that, as it's been common for many years already.
