It kinda is. As any artificial rule concerning in-game activity that is natural to the gameplay itself.
I would've understood if this "don't backshoot ppl - you'll get easier time going to the flag" was described as part of strategy, not as a "rule", because that would've actually make sense.

One can argue that playing against players with skill lower than yours is "lame af", but I don't see anybody making up rules about that for some reason, heh.
