I think bouncing should be banned altogether. It doesn't matter, that it helps to end some matches with endless OT, or end matches on retarded maps quicker, it's still a bug.
(And if you defend deliberate abuse of a bug, what's next: defending cheating, eh?)
And if bouncing is not banned - then there's no reason to even try to regulate when or where it can be used, because then you have a bunch of problems with setting rules, interpretation of said rules by admin and players, and applying all of it to cases of bouncing usage.
With that said, I think that there's really no point in discussing it any further, really, only wait for Snowguy's response.
And something tells me that bouncing gonna stay. (Well, it's really not THAT big of a problem, so w/e).
