Lack of patching doesn't make it a feature. Again, try to dodge in rapid succession without any mutators - you can't, because this pause between dodges is intentional, as it allows players to actually engage with the "shooter" part of the game.
Who knows why it wasn't fixed in later patches by community - Ooper mentioned speculation about combatibility issues or something like that.

Setting up and using complex cheats also requires some knowledge (and it is a part of what people call "skill"), especially if you try to conceal the fact that you using it. Writing cheats also requires "skill".
Well, let's allow cheating then, since it requires "skill"? Or at least allow people to cheat if they proove that they themselves wrote the thing they using (and welcome cowboy back with open arms, while we are at it)!
Or better: let's get rid of any kind of rules that ban anything, so that jerc would feel better, and won't feel threatened by loathsome commies encroaching on his hobbies!

Again, there will be a huge problem with formulating that kind of rule and enforcing said rule. People gonna cry and bitch about how others should be banned for bouncing "cuz game wasn't tied or team wasn't loosing", while the opposite party gonna cry "no they shouldn't, cuz game clearly was tied" (well, great example of such behavior is jerc's post slightly above yours) - who needs that?
Again, there's only 2 logical courses of action:
1) Ban bouncing altogether.
And don't start saying that you could bounce by accident: yes, you could, but in that case one rarely goes farther than 1 hop - it's clearly distinguishable from intentional bouncing.
2) Leave things as they are. That one seems more preferable, since it doesn't create additional work for admin, and doesn't intervene with people's gameplay style. After all, bouncing is lame and it is a bug abusing, but it's not that big of a problem (despite what people claim, bouncing chased away far less people from server than sbt, for example).
