Welcome Ron, glad you made it clear that your intent was to change the way things in the game work rather than to impose rules to make a better game. The rules idea would need a whole team of administrators which would be difficult to assemble and manage. Not to mention warning, kicking, and banning players for rules they might not understand or agree with will just make everyone play somewhere else or worse play a different game.
On the other hand, it will also be difficult to make changes that will improve gamestyles while still keeping the majority of players happy. The opinions differ quite a bit on what should and should not be done. We had a few discussions about some of this previously here. Here are two of them that I remember. Just in case you weren't aware there is already some combo ball anti-spam. The combogib rifle only fires a ball about once per second, this is about half the rate of the standard shock rifle. Not to say that shock ball spamming isn't an issue in some cases though.
I will say that forcing the newer players out of any camping / hiding spots will remove any chance they have of competing at all with veteran players. If they are forced into the open and repeatedly just die they will not stick around and develop their game to become new future regular/veteran players. I just mean to say, whatever changes are made need to be carefully considered so that a balance between skill levels is retained and the game stays fun for everyone.
By the way, the server usually gets a restart each night if it empties of players and it had, in fact, been restarted about 10 hours before you posted here. It does get some flood attacks here and there that can cause packet loss so maybe that is what happened while you were there. It seemed okay for the rest of the day so it may have just been an isolated incident.
