I think the reason is different, the game is 25 yo, and there is too small ammount of players left, so it's better to stick to a single server (it's LONDON 1 currently), to make it reasonably populated, than to spread across several servers, each of which would be underpopulated, unless you mean that all the players should move to another server, but it's unlikely to happen, as players prefer to stick to what they got used to, and I think the only way to make the player base to move to another server, would be to disable LONDON 1 and make it redirect to one of the other servers, then they would be forced to move, because they would have no choice.
