Nobody likes spawn protection plus spawn protection would hinder the flag carrier on most of the spam maps people love. Seriously has anyone ever capped on woot without spawing 2 or 3 on the way out?

Anti spam is a good idea. But I doubt that it will be enabled on the server. The problem is not the spam itself, but the people who do it throughout the game. I myself also spam (2on2 Crates) if I’m nearby and waiting for a flag, for example, but I have a “until the first kill” rule (you don’t have to wait long). I'm not going back to the same place.
In any case, the server is public and has almost no rules. You can even cheat, but the main thing is not to get caught. I don’t know, for me in general, cheaters are the main problem, but there’s nothing you can do about it.

Maybe another type of spawnkill protection would be to increase the delay between the shots / shockballs to something like 2s of the spawnkilling player for a few minutes. Allow 2 or 3 spawnkills and then increase that delay..
I bet you could just disable damage and play fake Announcer sounds to trick a lot of the spammers.
Don't forget if you add negative points for spawn kills it will effect team balancer.
The best thing to do is make a custom mutator that freezes the spawnkiller after 5 spawnkills ( unable to move at all for 10 seconds, like freezetag) and attaches a sign to the player saying " this is a spawkilling faggot ".
If only i had scripting knowledge i would make such a mutator right away.
Last time we talked about it on the forum and I even hinted at making some sort of new spawn protection I got private messages/email from multiple players, who aren't spawn campers, pleading with me to not do anything with spawns.

Banning is also not a real solution. Maybe that would fly on a clan/pug server but on the public server banning for spawn camping only stops the spawn camping as a side effect from not letting them play at all. My goal, if I were to do anything at all, would be to stop the actual spawn camping not stop those players from actually playing. Only a few of the banned players would contact me for an explanation and even fewer would react positively by not spawn camping when let back on the server.

That is smartCTF that gives the spawnkiling lamer message. I think the spawn killers might actually get emboldened by that message rather than deterred from continuing.
I've come into an enemy base and had a group of players spawn in front of me and combo'ed them all with one shot. Should I let them shoot me instead? Plus if spawn protection were on they would be boosted turn and shoot me which is lamer than spawning. I don't even think IG leagues or pugs use it.

The problem i have is , that some players with decent aim only want to flagkill , and playing for points that just kills every F***ing game , If we all gonna defend and flagkill you have no game at all.

I understand that this mod adds its own new respawn locations. It seems to me that this mod will probably not find new places for spawns on small maps, and on larger maps the problem of spawnkilling is negligible. Alternatively, the mod could only be loaded with specific, selected larger maps. But then a new problem could arise, i.e. those players who have learned respawn locations may have a problem with quick intervention right after killing them, although this could be learned...
Hm, I think what would work is possibly having spawn protection 1-3 sec however flag carrier would be excluded from that, he'd be able to spawn kill since he needs to get out of base. How about that?

I don't get it either, but I do get satisfaction shutting down the repeat offenders. Though I do agree, the 2v2 crates map can be almost unplayable if you get a few chuds constantly spawn camping.

Not just crates map, 1on1Joust is even worse. Brainless players spawnlame the entire map, no chance of even get the flag!
How about after 10 seconds spawnlame the player kills himself? I know it can be done, it was on some server ages ago.
Somehow something like the Fat Boy mod or whatever its called, for every spawn kill the player gets bigger. Could also explode at say 10 spawnkills.
