I didn't mean it as less important, but rather that pubs are a more casual environment and people play accordingly. Pugs are where balance changes end up being more important but it tends to be a barrier of entry of sorts.
Closest example I know is Team Fortress 2, where most pub servers that have tried implementing a CP6v6 mode (competitive mode) with all the differences that come along with it nearly all failed, in a game that has a massive player-base, even minor changes weren't well favored amongst the casual players and there were many instances of this being tried.
In UT it's hard to say what would/would not work, I think a .2 second spawn protection on only the s maps would likely be a good change but anything more would likely be too much. Then again just leaving it as is seems ok too, the server is very populated regardless.
